Urban libraries and the digital divide in Michigan

I work at an urban library in Michigan so I see the digital divide at work daily. There are discrepancies between those who can/not afford internet connectivity (computers, hotspots, WIFI or broadband), those who have/not digital literacy (the skills to use the connectivity), and oftentimes these groups overlap (elderly, disadvantaged, and youth). I want to systematically find out what drives this divide and how I as a librarian can mend the digital divide. I will utilize studies that focus on child developmental theory, motivation, integrated technology, digital literacy, and accessibility. I want to find out:
– What is the most important tool young urban populations can be granted in technology?
– Is a skillset more lasting than those tools? And,
– What skills are at work in a data technology skillset?
